It says “there was an error in initializing the application”.
god knows what that means but I would recommend uninstalling, making sure your system language for non-unicode programs is set to Japanese, restarting, and installing and English patching again.
Seconding this. This exact same thing happened to me, and when I installed again it was fine.
However, when it happened to me, it wouldn’t uninstall by regular means so I had to download a free program to remove the files. Sh…rug…
